Photos: The Chronicle The Chronicle just unveiled its crop of Rising Star Chefs for 2016 last week, and this morning, Food & Wine magazine released its annual Best New Chefs feature. Of the 11 honorees from across the country, two are from San Francisco: Ravi Kapur of Liholiho Yacht Club and David Barzelay of Lazy Bear.
